Humanitarian agencies have embraced interactive communication technologies as tools for voice and participation. Drawing on a yearlong ethnography with communities affected by super-Typhoon Haiyan in the Philippines, this article assesses the potential of new communication technologies for voice.
Our findings highlight a disconnect between assumptions about technology present in humanitarian policies and the actual uses of technology by affected populations. Holding respectable day jobs as top executives in ad and PR agencies, their political side hustles—undisclosed and unregulated—are an industry open secret. The article sketches ethnographic portraits of disinformation architects to shed light on their work routines, social and financial motivations, as well as the mental acrobatics they make to justify morally sketchy work.
It identifies the vulnerabilities in the creative industries and particularly the digital influencer industry that have not only enabled disinformation work but made it financially rewarding. The report outlines preliminary policy recommendations and argues against a one-size-fits-all approach to disinformation interventions in global context.

Brief clips showed them walking the streets and interviewing an employee inside an athletics club.
If she was interviewed today, would she back up those claims of seeing Maura? I think anyone in law enforcement would feel weary about two filmmakers and a journalist trying to track down locals who may have encountered Maura.
